Pinnacle Books was a spin-off of Bee-Line
Books, which were published at that time by David Zentner.
It was successful enough to be bought up by a west Coast conglomerate.

And here's a lot more info from Grant
Thiessen:
There were two sequences of Pinnacle books, the first of
which was very confusing: the first sequence, (1970-1977) were first
identified with the prefix ‘P’. NEXT, titles were identified on the front
cover with a ’00’ replacing the ‘P’, still in the same sequence.
In the late 300’s, the front cover identification could
be a variety of preceding numbers before the actual three digits of the
sequence (see below). This numbering chaos also applied to later reprints
of these books, where 00025 might replace P25. This was all part of the
same sequence, and encompassed their first 1000 books. In reality, only
the last three digits of each number is relative, and as a means of
comparing cover styles, and subsequent reprints, the same title could have
several different prefixes through the various reprints, with only the
final three digits remaining the same in all cases.
Here are the various prefixes:
P = not a price indicator, used for the first 168 titles on 1st printings
(highest number seen P168). However, the SUFFIX was a price indicator:
D = 1.50, N = .95, S = .75, Z = 1.25
00 and 1- = not a price indicator, used from 169 to the
late 300’s, and scattered titles beyond, as well as reprints of the
earlier numbers. The lowest number seen 00157 on a first printing, lower
numbers on reprints
They then introduced these price indicators in the late 300’s
210xxx = .95
220xxx = 1.25
230xxx = 1.50
240xxx = 1.75
250xxx = 1.95
(A note from Bruce: Okay, that means these books are
out of printing order in the BookScans website. They should be sorted by
the last three digits in the book number, not the first. However,
at least for now, I'm going to leave them in six-digit sequence to help
viewers find pictures of the books they're look for more easily.)
After they reached 1000, they started a new sequence, beginning the
numbers with ’40’, and did not use a price indicator.
Pinnacle remaindered some
of their books to places like Wal-Mart. To prevent covers being returned
for credit, they stamped a gold symbol across the price and numbering on
the front cover.
