Harlequin was founded in Winnipeg, Manitoba in 1949, as a distributor of mostly-U.S. magazines in Canada (Saturday Evening Post, Ladies Home Journal, and others). They began the publishing operation in Toronto, Ontario, later that same year. The genres were varied, but the staples seemed to be mysteries and westerns. Romance novels became more prevalent in the mid-to-late 1950's, and by 1960, it was their only offering. Eventually, the very word Harlequin became pseudonymous with cheap romance novels. The company was purchased by Torstar, the country's largest newspaper publisher, in 1981. It was sold to News Corp in 2014. Today, it is a division of HarperCollins.
